The Brazilian Journal of Urban and Regional Studies (RBEUR) is a publication by the National Association of Postgraduate Studies and Research in Urban and Regional Planning (ANPUR), a private, non-profit legal entity that brings together postgraduate university programs and Brazilian entities involved in teaching and/or research activities in the field of urban and regional studies and urban and regional planning. The aims of RBEUR are twofold. It serves as an institutional vehicle for publishing scientific production in this field, and maintains theoretical, thematic, and disciplinary heterogeneity, characteristic of the Association. It prioritizes the demand for originality, rigor and excellence in published texts while encouraging diversity of thought. RBEUR, recognized as the leading journal in the area of Urban and Regional Planning in Brazil, has been in circulation since 1999, and was published biannually. In 2015, it adopted a quarterly format, in an open access printed and electronic format, with a Creative Commons license (CC-BY Attribution), and in 2019, transitioned to an exclusively online, continuous publication format. It is registered with the electronic ISSN 2317-1529 and the printed ISSN 1517-4115, and presents Qualis CAPES (2017-2020) A1 in the areas of: Public and Business Administration, Accounting Sciences and Tourism; Anthropology/Archaeology; Architecture, Urbanism and Design; Political Science and International Relations; Environmental Sciences; Law; Economy; Geography; History; Interdisciplinary; Urban and Regional Planning/Demography; Sociology. The Peer Review Process

Articles should be submitted through the online journal systems (OJS), e-mail submissions will not be accepted. On receipt, they will be initially assessed for suitability by the Editorial Board, which will verify the relevance of the material in relation to the scope, format and academic standards of RBEUR. Once approved in the initial assessment, articles (without author identification) will be submitted for assessment by two outside reviewers, linked to national or foreign institutions, and who have expertise in the specific area treated in the work (blind peer review). Should there be a disagreement between the assessments of the two reviewers, the manuscript will be forwarded to a third outside reviewer, also recognized in the specific area of work, who will assess, like the first reviewers, and decide on the appropriateness or inadequacy of the manuscript, taking into account its academic quality. The assessments take into account:
1. clear objectives; After the assessment, articles may be a) published without modifications; b) published with minor changes; c) re-submitted for a fresh assessment process after substantial changes; and d) rejected. |
Publication Frequency

RBEUR is published in a single annual volume, following the format of continuous publication. Articles are published immediately after the review and formatting processes. |

Open Science Compliance
|
The Open Science movement proposes guidelines for collaborative, shared and public scientific practice. In accordance with these guidelines, the Brazilian Journal of Urban and Regional Studies (RBEUR) has adopted several practices promoting accessibility and transparency. These include open access publishing, a code of ethics for editors, and the use of social networks to disseminate published works. These measures are accompanied by a comprehensive information management plan to guarantee the preservation and recovery of all published content. In the publications, the editors' contributions are duly credited, together with a precise indication of the role played by each author in scientific texts with multiple authors, using the Contributor Roles Taxonomy). The reviewers, in turn, receive a declaration of the reviewer manuscript report and may also validate the activity on Publons. In addition, RBEUR also encourages the publication of preprint scientific texts on public platforms, such as Preprints, SciELO and Psyarxiv, so that, if applicable, they may be discussed openly before being published. Starting in 2024, we have introduced the Open Science Compliance Form, in which authors express their interest in open peer review, a process that offers two options: 1) the opportunity to publish reviewer comments on approved manuscripts with the option of disclosing reviewer identities, and 2) the possibility of both authors and reviewers having their identities revealed in the evaluation process (mutual disclosure). Publication approval will require consultation with both authors and reviewers to ensure that the content provides a meaningful contribution to furthering the discussion on the topics addressed in the approved texts. Lastly, RBEUR encourages and dialogues with authors so as to share the data sets used in their analyses. |
Publication Ethics

The Brazilian Journal of Urban and Regional Studies (RBEUR) is guided by ethical principles related to transparency regarding editorial procedures, confidentiality regarding information contained in submitted manuscripts and equality, impartiality, objectivity and scientific rigor in assessing the relevance and academic quality of the scientific texts. Following the recommendations of good editorial practices drawn up by internationally recognized associations, such as the Committe on Publication Ethics (COPE), RBEUR has adopted a set of procedures to guide the various actors involved in the editorial process: authors, editors, reviewers. 1. Authors must:
1. Ensure that submitted texts are original and unpublished, and are not under assessment in other journals. However, works that have been presented or published in conference proceedings, institutional repositories, or authors' personal pages may be accepted. 2. Editors must:
1. Conduct the assessment process for scientific manuscripts submitted to RBEUR, adhering to the journal's principles of equality, impartiality, objectivity, and scientific rigor in assessing the relevance and academic quality of the work. 3. The reviewers must:
1. Maintain the confidentiality of all data associated with the manuscripts under review and avoid storing copies of unpublished materials on devices under their control. The editorial board will carry out the following procedures in response to any suspected or reported misconduct: The editorial board will analyze any allegations of unethical behavior on the part of any individuals in the RBEUR editorial process, whether related to the procedures or published content. An investigation will commence only if there is solid evidence. All parties involved will be given the opportunity for a full defense, as well as access to information regarding the investigation process and potential consequences. Before unethical conduct is duly proven, all allegations and accusations will be kept confidential from the general public to protect the honor and integrity of those affected by the investigation. Upon proven misconduct, depending on the severity of the situation, the following procedures may be adopted:
1. Written warning to those who have engaged in misconduct, including a reminder of the potential consequences of similar actions in the future. RBEUR uses the freeware tool CopySpider to assist in the pre-assessment stage of manuscript review, aimed at localizing text similarities between the submitted manuscript and previously published material found online. It is important to note that CopySpider merely serves as a preliminary tool for identifying potential plagiarism or self-plagiarism. The ultimate decision regarding whether or not plagiarism has occurred rests with the editors of RBEUR. In making this determination, the editors will carefully consider the relevant guidelines and ethical principles outlined by the journal. At the time of submission, authors are responsible for providing a statement indicating whether the research has been approved by an institutional ethics committee. |
Copyright protection for authors

Authors of scientific papers published by the Brazilian Journal of Urban and Regional Studies (RBEUR) retain the copyright to their work and license it under the Creative Commons Attribution CC-BY license. This license allows others to freely reuse, redistribute, and adapt the work, as long as the original source is correctly cited. The authors grant RBEUR the right of first publication. |
Intellectual Property and Terms of Use

All content and scientific texts published by the Brazilian Journal of Urban and Regional Studies (RBEUR), except where otherwise specified, are under the Creative Commons Attribution license. Authors of scientific articles published by RBEUR retain copyright of their work and license it under a Creative Commons Attribution license. This license permits the unrestricted reuse and distribution of the material, as long as the original publication is properly cited. RBEUR encourages authors to archive their accepted manuscripts in institutional repositories, on academic social media platforms, or even on their personal blogs and social media profiles. However, to ensure accuracy and proper citation, only the full version published on the RBEUR website should be shared. RBEUR also encourages authors to prepare press releases for their published articles using the SciELO press release template. Upon approval and selection by the editors, these press releases will be submitted to SciELO in Perspective | Humanities, a blog that showcases press releases for articles from SciELO journals. This initiative broadens dissemination strategies and leverages social media to enhance the visibility of indexed articles. |

Manuscript Preparation
|
Authors must verify that their submission complies with the journal's criteria. Submissions that do not comply with the guidelines will be returned. 1. All scientific texts must be submitted through the Electronic System for Journal Editing (SEER) / Open Journal Systems (OJS). 2. Submitted manuscripts must be original and unpublished, and must fall within the scope of the journal. Work that has been presented or published in conference proceedings, institutional repositories, or authors' personal websites are accepted. 3. Manuscripts must be original and not under consideration by another journal, regardless of language. 4. Manuscripts must be anonymized. This includes removing all identifying information regarding the authors and their institutions from the manuscript and references. 5. Manuscripts must be structured according to the formatting guidelines presented in the " Manuscript Submission Format" section. 6. Author information must be submitted in a separate file, uploaded as a supplementary document, as instructed in the " Manuscript Submission Format" section. 7. In the case of co-authored scientific texts, the contribution of each author should be identified in accordance with CRediT - Contributor Roles Taxonomy: Conceptualization; Data curation; Formal analysis; Funding acquisition; Investigation; Methodology; Project administration; Resources; Software; Supervision; Validation; Visualization; Writing – original draft; Writing – review & editing. Texts signed by more than 3 authors will not be allowed. 8. Texts may be written in Portuguese, Spanish or English. 9. Authors are responsible for covering the costs of copy editing and/or translation services for manuscripts approved for publication. These services are provided by professionals accredited by the RBEUR Editorial Board and adhere to fees previously agreed upon with the Board. This measure constitutes an Article Processing Charge (APC) and is necessary for the economic sustainability and quality assurance of the journal, which, by applying an open access model to its publications, forgoes financial support from its readers. 10. The content of the manuscript is the sole responsibility of the authors, who must, however, inform the editors of any potential conflicts of interest - personal, commercial, political, academic, or financial - that may have influenced the submitted material, and must clarify how such conflicts have been resolved. In addition, authors must explicitly state in the manuscript any financial support received, including any economic or personal connections that enabled the work to be completed. 11. Authors must submit a declaration stating whether the research was approved by an institutional ethics committee. |
Manuscript Submission Format
|
1) Manuscripts submitted to the "Articles" section must have between 40,000 and 50,000 characters, including spaces. This includes the title, abstract, tables, graphs, figures, and references. Up to 10 visual elements may be included in each article. 2) Texts submitted to the “Review” section must have a maximum of 18,000 characters, including spaces. This includes titles and references, when necessary. 3) Manuscripts must be submitted in doc. or docx. format to facilitate the deletion of personal information recorded in the metadata that could compromise the blind review process. Use Arial font size 11; 1.5 cm spacing; and 2.5 cm side, top, and bottom margins. 4) The title and subtitles must be numbered and ordered in the following manner: Title: Arial, font size 14, normal, bold;

Subtitle 1: Arial, font size 12, normal, bold; 5) All articles must contain an abstract in both Portuguese and English, containing between 100 (one hundred) and 150 (one hundred and fifty) words, with 5 (five) to 7 (seven) keywords. 6) Tables and graphs, in addition to being inserted in the text, must be submitted in .XLSX or .XLS (Excel) format, in a separate file. 7) Figures, in addition to being inserted in the text, must be submitted separately with good resolution. 8) Footnotes should only be used for supplementary and substantive information. Visual elements should follow the following pattern: Tables and graphs: the title should be clearly referenced throughout the text of the article and tables and graphs must be sent in separate files in .XLSX or .XLS (Excel) format. Each file should be identified with the respective name of the table or graph that appears in the article. Charts may be produced in color and tables should not contain merged cells. Images, figures and photographs: the title should be clearly referenced throughout the text of the article and the images, figures and photographs should be sent in separate files, using the same name that appears in the article, with black and white indications, high contrast, a minimum resolution of 300 DPI, a minimum width of 1,200 pixels, in JPG, TIFF or PNG format. When using images from third parties or images captured on the internet, the corresponding authorizations must be presented. |
