Resumo O objetivo é refletir sobre o Código de Águas de 1934 e os serviços de abastecimento de água e coleta de esgotos no Brasil no primeiro governo de Getúlio Vargas. Tratado pela historiografia majoritariamente como um instrumento para regular o setor de energia hidrelétrica, o código apresenta elementos que o extrapolam: regular o uso da “água” imposto pela conjuntura de acumulação ampliada do capital e sistematizar uma legislação difusa e seus diferentes usos, colocando em evidência questões como salubridade, poluição etc. Tais elementos, por sua vez, correspondem aos planos de Vargas de “reconstruir” a nação. Para tanto, foi realizado um balanço historiográfico sobre os temas e analisada a legislação pertinente.

Abstract The objective is to reflect on the Water Code (1934) and the water supply and sewage collection services in Brazil during the first government of Getúlio Vargas. Treated by historiography mostly as an instrument to regulate the hydroelectric energy sector, the code presents elements that go beyond it: regulating the use of “water” imposed by the situation of expanded capital accumulation and systematizing diffuse legislation and its different uses, highlighting issues such as salubrity, pollution etc. Such elements, in turn, correspond to Vargas’ plans to “rebuild” the nation. To this end, a historiographical assessment of the themes was carried out and the relevant legislation was analyzed.

Resumo O estudo aborda as múltiplas demandas encaminhadas via cartas à Cruz Vermelha Internacional, filial de Porto Alegre, no Rio Grande do Sul, por deslocados do Leste europeu para o território da Alemanha, no período pós-Segunda Guerra Mundial (1946-1949). Entende-se essa escrita epistolar ou cartas-pedido como narrativas fragmentárias de trajetórias de vida. Objetiva-se compreender como o remetente/emissor articula os pertencimentos étnicos, religiosos e a compaixão humana para sensibilizar o seu potencial leitor rio-grandense, no intuito de receber um pacote de mantimentos, roupas, entre outras doações. Essa escrita de si descortina alguns aspectos do cotidiano miserável do pós-guerra, seus dramas e traumas, vivido e narrado por protagonistas anônimos, e o trabalho de mediação, escuta e assistência das organizações humanitárias transnacionais, como a Cruz Vermelha.

Abstract The study addresses the multiple demands forwarded via letters to the International Red Cross, Porto Alegre branch (Rio Grande do Sul state), by persons from Eastern Europe displaced to the German territory, in the immediate post-Second World War period (1946-1949). This epistolary writing or letter-writing is understood as fragmentary narratives of life trajectories. The aim is to understand how the sender articulates ethnic and religious belonging and human compassion to sensitize the potential reader in Rio Grande do Sul, in order to receive a package of groceries, clothes, and other donations. Therefore, this writing of the self unveils some aspects of the miserable post-war daily life, its dramas and traumas, lived and narrated by anonymous protagonists, and the work of mediation, listening and assistance of transnational humanitarian organizations, such as the Red Cross.

Resumo O texto discute as relações entre o estímulo das experiências esportivas e recreativas físicas e as preocupações com a saúde promovidas na cidade de Curitiba entre o final do século XIX e o início do século XX. Esse período é marcado pela emergência de artefatos e estruturas de divertimento na capital paranaense, que passaram a ser associados a noções de saúde pública. Como fontes, foram utilizados jornais de Curitiba do período destacado. Foi possível concluir que os esportes e divertimentos físicos demonstraram sintonia com ideais de modernização urbana e fortalecimento da saúde em prol da robustez da nação.

Abstract The present text discusses the relationships between stimulating sports and physical recreational experiences and health concerns promoted in the city of Curitiba between the final years of the nineteenth century and the beginning of the twentieth century. The period is marked by the emergence of hobby artifacts and structures in the capital of Paraná state, which became associated with ideas of public health. Curitiba newspapers from the period were used as sources. It was possible to observe that sports and physical entertainment demonstrated harmony with the ideals of urban modernization and strengthening of health in favor of a robust nation.

Resumen Las vacunas covid-19 se volvieron la gran promesa para enfrentar la crisis sanitaria, incluyendo en la periferia global. Este trabajo analiza la construcción y movilización de promesas tecnocientíficas para garantizar el acceso a las vacunas en Argentina. Basado en el análisis de notas periodísticas y entrevistas, en un abordaje en coproducción con los estudios sociales de la ciencia y la tecnología, se analizan coaliciones de actores clave, promesas tecnocientíficas y elementos cognitivos, simbólicos y materiales coordinados alrededor de “vacunas covid-19” que sustentan materialmente las promesas. Este trabajo permite profundizar en los repertorios de legitimación para la toma de decisiones, y busca mostrar cómo una promesa “periférica” puede cumplirse y materializarse.

Abstract Covid-19 vaccines have shown great promise in addressing the health crisis, including in the global periphery. This work analyzes the construction and mobilization of technoscientific promises to ensure vaccine access in Argentina. Based on the analysis of newspaper notes and interviews, in an approach bringing together social science and technology studies, we examine coalitions of key actors, technoscientific promises, and cognitive, symbolic, and material elements coordinated around “covid-19 vaccines” that materially support these promises. This work allows us to delve deeper into the legitimization repertoires for decision-making and seeks to show how a “peripheral” promise can be fulfilled and materialized.

Resumo Esta entrevista explora as contribuições que Alexandre White fez para a história da medicina, com foco em seu trabalho mais recente, Epidemic Orientalism: race, capital, and the governance of infectious disease, publicado pela Stanford University Press em 2023. A extensa pesquisa de White sobre regulação de doenças infecciosas é abordada, examinando suas motivações, projetos em andamento e o papel crucial dos métodos comparativos em seu campo. Além disso, seus arcabouços teóricos são destacados por oferecerem insights valiosos para entender as dinâmicas complexas da saúde global, particularmente no contexto de tensões internacionais emergentes em torno de doenças infecciosas.
