Brief Background
The history of the journal "Em Questão" dates back to 1986 with the publication of the first issue of "Revista de Biblioteconomia & Comunicação." This journal was initially created as an experimental project by students of the Projeto Experimental em Jornalismo II course, under the coordination of professors Rosa Nívea Pedroso and Rubens Constantino Volpe Weine. According to Pedroso and Weine (1986), the inaugural issue aimed to stimulate discussion on theoretical trends in Communication and Library Science and to provide a platform for the dissemination of studies and research by students and professors of the Faculdade de Biblioteconomia e Comunicação of Universidade Federal do Rio Grande do Sul (FABICO/UFRGS). Initially an experimental venture, there was no certainty about the journal’s permanency at the time of its creation. Professor Rosa Nívea Pedroso, the editor of the journal until its seventh issue, noted that the first issue had such a significant impact that the then headmistress of FABICO, Professor Lourdes Gregol Fagundes da Silva, decided to adopt it as an official publication of the School, dissociating it from the Projeto Experimental em Jornalismo II course. By its third issue in 1988, the Editorial Board, initially comprising FABICO professors, expanded to include professors from other universities. The journal soon garnered scientific recognition and received an ISSN in its fourth issue in 1989, beginning to attract submissions from various national institutions (Pedroso, 2000). From its sixth issue in 1994, the journal received sponsorship from the Programa de Apoio à Editoração de Periódicos of UFRGS. This issue emphasized the importance of maintaining regular publication intervals. The seventh issue in 1996 marked the introduction of international texts and the creation of an International Editorial Board. However, the journal experienced publication discontinuations from 1991 to 1993, in 1995, and from 1997 to 1999. In 2000, celebrating FABICO’s 30th anniversary, "Revista de Biblioteconomia & Comunicação" was revived under the coordination of editor Professor Jussara Pereira Santos. This issue, featuring contributions from FABICO’s professors and administrative staff, had a high volume of submissions, reinvigorating the journal’s publication efforts. Despite this, the journal struggled to maintain regular publication, reappearing only in 2003. The year 2003 was pivotal for the journal, undergoing a significant transformation with a name change to "Em Questão" and a shift to biannual publication. Under the leadership of Professor Jussara Pereira Santos, the journal began focusing on disseminating studies in Information and Communication and related fields. Adopting electronic publishing enhanced its features, improving visibility and access to its contents. Starting with its ninth issue in 2003, "Em Questão" began publishing abstracts of theses and dissertations defended at the Programa de Pós-graduação em Comunicação e Informação of UFRGS (PPGCOM/UFRGS) and by FABICO staff. The 2004 tenth issue initiated the publication of articles derived from undergraduate dissertations defended at FABICO, aiming to democratize access to scientific production for young professionals and to publish these academic works as pre-publications (Santos, 2004). In 2005, Professor Cida Golin took over the coordination of the editorial staff, with the journal aspiring to rigorously follow the Qualis criteria of the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) to enhance its quality and relevance (Golin, 2005). The Scientific Board expanded in number and specialty scope. Since 2006, "Em Questão" has utilized the Sistema Eletrônico de Editoração de Revistas (SEER), developed by the Public Knowledge Project of the University of British Columbia. From 2007, all issues since 2003 were included in the SEER 2.0 version, reflecting a commitment to technological advancements and the dissemination of scientific production. The adoption of the OAI-PMH (Open Archives Initiative – Protocol of Metadata Harvesting) facilitated metadata exchange, research support tools, and content preservation mechanisms. The first special issue in 2010 celebrated FABICO’s 40th anniversary. Edited by Professor Valdir José Morigi, the “Porto Alegre Imaginada” issue featured scientific studies about Porto Alegre, the city hosting "Em Questão."
In 2012, under editor Professor Alexandre Rocha da Silva, the journal transitioned to exclusive electronic publication to align with international trends, optimize resources, and expedite content publication. That same year, the journal was classified as Qualis B1 in Applied Social Sciences. 2014 marked a pivotal year, as "Em Questão" aligned with the Programa de Pós-graduação em Comunicação e Informação (PPGCOM) and began publishing exclusively in the Information Science field. Led by Professor Samile Andrea de Souza Vanz, the Editorial Board focused on enhancing the journal's usability, visual identity, and efficiency in processing submissions. In 2015, the "Online First" section was introduced for publishing approved texts awaiting issue release, expediting scientific communication within the Information Science community. The journal also became quarterly and incorporated Digital Object Identifiers (DOI) for its papers. 2016 saw increased visibility and access to "Em Questão's" papers with its inclusion in the Redalyc collection and the adoption of XML markup in line with indexing database standards. By the year's end, it achieved an A2 Qualis rating in the Communication and Information area. In August 2017, the journal was indexed by Google Scholar and Dialnet, a Spanish Social Sciences and Humanities database. This period also saw the incorporation of a professional librarian into the team and the launch of a marketing plan, including a Facebook page for "Em Questão." In 2018, "Em Questão" incorporated Ethical Guidelines for Authors based on the Committee on Publication Ethics (COPE) flows and conflict resolution. By December, it was indexed in the Emerging Sources Citation Index by Clarivate Analytics. In response to high submission volumes, the number of manuscripts published per edition increased from about 15 to 18 in 2019. This change expedited the definitive publication of peer-reviewed texts, which began appearing in the "Online First" section upon review and formatting. In 2020, the editorial team decided against adopting continuous publication (Vanz; Silveira, 2020). 2020 also saw the introduction of the Declaration of Authorship and Responsibility, a requisite document for manuscript submission in SEER. Papers received their own reference in a “How to cite” section for easier referencing by readers. 2021 was a significant year, marking "Em Questão's" 35th anniversary with contributions from guest authors. The frequency increased to four issues annually, and new social media channels were launched, along with an updated visual identity. Publication responsibilities transitioned to the Graduate Program in Information Science at FABICO/UFRGS.
Anticipating its indexing by SciELO, "Em Questão" planned several changes for 2023, including adopting continuous publication from volume 29 onwards, expanding the use of the CC BY 4.0 license, and adhering more closely to the open science movement, potentially publishing open reviews with the consent of authors and referees. Open Science Compliance
"Em Questão" is a diamond open-access journal, meaning all content is freely available without cost to the author, reader, or their institution. Users are permitted to read, download, copy, distribute, print, search, or link to the full texts of the articles or use them for any other lawful purpose without seeking prior permission from the editor or author. In line with the Open Science movement, the "Em Questão" reviewers may choose whether they want their opinion to be published anonymously or signed alongside the evaluated article. The opinion and name of the reviewer will be published with the article, with the consent of the author (s). "Em Questão" suggests that authors deposit research data in institutional or thematic repositories, such as SciELO Data, Zenodo, and LattesData. If the research reuses data, we request that the data be cited. Other open science compliance practices of "Em Questão" include the use of social media to disseminate published works, the possibility of publishing preprints, indicating the role of each author in multi-author articles, adopting the best practice guidelines for editors and codes of scientific ethics from the Committee on Publication Ethics (COPE), and using the CC BY 4.0 license for all journal content published on its website and for articles published by the journal. |

Em Questão journal publishes original manuscripts which present research results and deepen academic discussions. Focus and Scope
"Em Questão" is a scientific electronic journal published by the Programa de Pós-Graduação em Ciência da Informação of the Faculdade de Biblioteconomia e Comunicação at Universidade Federal Rio Grande do Sul. It is directed at researchers, professors, professionals, and students in the field of Information Science and aims to: a) disseminate the scientific production of researchers from different regions of the country and abroad; b) when appropriate, present thematic dossiers, gathering contributions from experts in their respective fields. The journal "Em Questão" accepts original works (articles, interviews, or reviews) written in Portuguese, Spanish, or English. Preprints
The journal accepts submission of manuscripts previously deposited on a preprint server such as SciELO Preprints or Research Square. The author must inform the editor about the preprint version of the manuscript, indicating the DOI or URL. The author is responsible for linking all materials to the article, including citing the article in the preprint version, after the article is published, in order to maintain hyperlinked versions and prevent the perception of duplicated content. |
Peer Review Process
Manuscripts submitted to "Em Questão" must be unpublished. Texts that have been previously published, even in conference proceedings, will not be accepted. Similarly, texts under simultaneous evaluation by another journal are ineligible. Plagiarism, including the publication of the author's excerpts without proper citation, is strictly prohibited. "Em Questão" uses Turnitin Originality software to monitor for plagiarism. The use of artificial intelligence in research must be detailed in the methodological procedures of the article but does not confer authorship responsibilities. The journal asserts that the authors who sign the article bear responsibility for its content. Publication Criteria:
To ensure a diverse range of authors, "Em Questão" does not evaluate more than one manuscript simultaneously from the same author (s). In alignment with Open Science principles, "Em Questão" encourages authors to share research data, making it accessible to referees. Articles on preprint servers are also considered. Editorial Process Manuscripts undergo an initial review by the editor. At this stage, a text may be rejected for not adhering to the journal’s guidelines, rules, template, and priority criteria. Reasons for rejection include: (1) Being experience reports or having a prescriptive nature; (2) Solely configured as a bibliographic review; (3) Presenting as a research project or report; (4) Lacking theoretical or methodological consistency; (5) Being merely descriptive without in-depth analysis of the intended theme; (6) Not centrally focusing on Information Science; (7) Containing numerous writing errors or not adhering to ABNT standards and/or the journal’s template; (8) Not presenting results, formulations, or records indicating advancements in the proposed theme. This quick initial procedure prevents authors from waiting unnecessarily for a peer review. Rejected works may be returned to the authors with suggestions for reformulation and potential resubmission. Manuscripts not initially rejected undergo double-blind reviews by two members of the Editorial Board or ad hoc consultants, with a third referee involved if necessary. Based on reviewers’ assessments, the editor makes the publication decision, maintaining reviewer anonymity when communicating with authors. The average response time from submission to first decision is approximately 12 weeks. The Editorial Board reserves the right to: (1) Request thematic or formal changes in submitted texts; (2) Make formal, spelling, and grammatical corrections, conducted by expert reviewers; (3) Invite experts with academic competence in Information Science for potential publication, subjecting their works to editorial review. Exceptionally, translated works of texts published in international journals are accepted, subject to the evaluation process. Works not accepted for publication in "Em Questão," filed by the SEER system, are free for submission to other journals. In line with Open Science practices, referees may choose to have their review reports published anonymously or signed alongside the evaluated paper, with consent from the author (s). |

"Em Questão" recommends that authors deposit research data (and other relevant materials) in institutional or thematic repositories, such as SciELO Data, Zenodo and LattesData. If the research has reused data, proper citation of this data is requested (Portuguese only). |

There are no charge for review, distribution, or downloading either. The publication is entirely free and open access. |
Ethics and Misconduct, Correction and Retraction Policy
Conducts in cases of ethical infraction suspicion In cases of ethical infractions suspicions, any members of the academic community (authors, readers, reviewers, Editorial Board) or public in general may report to emquestao@ufrgs.br. Denunciations reported directly to a member of the Editorial Board or by other means will be registered through the journal's formal communication channel (electronic address), through which the resolutions will be notified and / or the responses will be send to the complainant. Ethical infractions concern: duplicate publication, plagiarism, data-making, issues related to authorship (change, ghostwriter, etc.), conflicts of interest not mentioned, misappropriation of ideas or data by referees, and other ethical issues related to research (eg involving people). The editor-in-chief (or an invited member of the Editorial Board) will strictly follow the most relevant conflict resolution flowcharts from the Committee on Publication Ethics (COPE) in order to investigate and resolve the issue. Policy on Conflict of Interest
Conflicts of interest of a personal, commercial, political, academic, or financial nature, even if potential, must be informed in writing to the journal. For editors and reviewers, communication can be done on the manuscript submission platform or by email. The author(s) must inform it in a signed document attached to the submission platform. Adoption of Similarity Software

Article Submission Format

Digital Assets
Digital images (digital assets) – photos, graphs, images –, in addition to being inserted in the text, should be submitted as supplementary documents in TIF or JPG format, with resolution between 200 and 300 dpi. Audio files or moving images should also be submitted as supplementary documents. The titles, captions and sources must accompany the images inserted in the text as per instructions contained in the submission template. Please provide tables and diagrammed charts as text (not as images) to enable reading by screen reader software and enhance accessibility. It is suggested that images be described: describe all elements succinctly, providing the necessary elements for a person with visual disabilities to understand them. The description should be provided just below the source, as "Description of Figure X:". |
Citations and References
Em Questão adopts the following standards from the Brazilian Association of Technical Standards (ABNT):
a) Abstracts: NBR 6028/2003; Charts and tables must follow the tabular presentation standards of the Brazilian Institute of Geography and Statistics (IBGE): tables must include quantitative information and have open sides, while charts must include qualitative information and have closed sides. Articles submitted in English or Spanish may follow the citation and reference guidelines of the American Psychological Association (APA, latest version) or Vancouver standards. Authors agree to the adaptation of these guidelines to the ABNT model if the article is accepted. If the research involves data reuse, the source of the data must be appropriately cited (only in Portuguese).
