ABOUT THE JOURNAL

Our mission

Contexto Internacional's mission is to contribute to the production of critical, innovative and excellent knowledge in the field of International Relations, understood in a broad, diverse and interdisciplinary way, fostering quality studies, research and academic debates in, about and from Rio de Janeiro, Brazil, Latin America, the BRICS and the Global South.

Brief background

Contexto Internacional is one of the leading International Relations journals in Brazil. Published since 1985, its history and development have run parallel to that of the Institute of International Relations at PUC-Rio, constituting an important forum and vehicle for scientifically rigorous, innovative research that challenges the boundaries of international relations and the academic discipline of International Relations (IR), particularly with regard to the dynamics and challenges experienced in, around and on the margins of the Global South.

Since its inception, the journal has been known for publishing articles that bridge the gap between international politics and theoretical-conceptual analysis, favoring an interdisciplinary look at issues that generate extreme concern in global affairs. In its current format, Contexto Internacional aims to connect research from different parts of the world that critically delves into issues involving the Global South.

In the last quadrennial evaluation (2017-2020) by CAPES, Context International was recognized with an A1 rating in its parent area of Political Science and International Relations in the Qualis Periódicos. In addition, reaffirming its commitment to the production of broad, diverse and interdisciplinary knowledge, the journal had publications from 12 other CAPES areas of knowledge in the same period (Public and Business Administration, Accounting and Tourism; Anthropology/Archaeology; Environmental Sciences; Law; Economics; Philosophy; History; Interdisciplinary; Psychology; Collective Health; Social Work; and Sociology).

Since 2015, Contexto Internacional has been published in English. Its editors-in-chief invite submissions from researchers and practitioners around the world, especially senior and early career academics, as well as post-doctoral and doctoral candidates in the fields of International Relations, Political Science and related areas, who can contribute to a better understanding and critical analysis of international issues in a changing world. The journal is particularly suitable for submitting innovative, investigative and exploratory articles that provide insights into local realities and knowledge derived from the Global South, its surroundings or its margins.

Open Science Compliance

For more than a decade, the journal Contexto Internacional has been committed to the democratic principles of open access to scientific knowledge, making its articles and communications freely available to experts, decision-makers and the general public, without charging authors for publication and dissemination.

In response to innovations in scientific communication in line with Open Science, the Journal affirms its commitment to Open Science modalities. This commitment is related to the promotion of collaborative and public science practices, with an emphasis on the public sharing of data and analysis codes and other research instruments (such as interview scripts or forms), the open debate of research on public platforms, as well as the option of open peer review of manuscripts before publication. More information on Open Science modalities is available in the Preprints, Peer review process, and Open data sections.

Ethics in publication

Contexto Internacional believes in the importance of following publication ethics in order to maintain the quality of the journal and meet the expectations of its authors and readers. The journal follows the instructions of the Committee on Publication Ethics (COPE), such as: maintaining academic integrity; publishing errata when necessary; making sure that articles are reviewed by qualified referees; providing accountability for the journal. More information on COPE's publication ethics instructions can be found at: http://publicationethics.org/files/Research_institutions_guidelines_final.pdf.

Focus and scope

Contexto Internacional is committed to publishing theoretically and analytically robust and original academic studies in International Relations and related fields. Contexto is particularly suited to innovative, investigative and exploratory articles that provide insights into local realities and knowledge derived from the Global South or its surroundings.

The journal is published in English as a continuous publication with three issues per year. The editors encourage submissions from researchers and professionals from all over the world, especially senior and junior researchers and PhD students in International Relations, Political Science and related fields. The Journal accepts submissions of research articles, thematic reviews and book reviews, as well as proposals for special issues, especially papers focused on issues relevant to the problems and political processes involving the Global South and the development of a more diverse understanding of international relations.

Manuscripts can be submitted in English (language of the journal), French, Portuguese or Spanish. Manuscripts will be reviewed in the language of submission. If the review process results in a decision to publish, it will be the author's sole responsibility to translate the manuscript into English. Contexto reserves the right to reject any work whose level of English is insufficient.

Authors must hold a doctoral degree or be currently enrolled in a doctoral program and/or have strong professional/academic experience in International Relations, Political Science or related fields. In cases of co-authorship, at least one of the authors must fully meet this criterion. The editors reserve the right to reject manuscripts that are not suitable for the journal, such as in cases of inadequacy with Contexto Internacional's editorial policy and/or scope, inappropriate or inaccurate analytical development, inconsistent formatting or non-observance of author guidelines and poor writing style (this list is not exhaustive).

EDITORIAL POLICY

Preprints

Affirming the journal's commitment to transparency in the communication of research in the social sciences and humanities, Contexto Internacional clarifies its prior disclosure and publication policy:

1. Preprints, in the strict sense, are manuscripts deposited in public servers such as SciELO Preprints, SocArXiv, and Preprints. The Editors-in-Chief of Contexto Internacional encourage the submission of manuscripts previously deposited on these three platforms for possible publication in the journal. Manuscripts previously deposited on other Preprint platforms will be analyzed on a case-by-case basis by the Editorial Team.  Any text previously published on a Preprint server must be declared, with a detailed citation, at the time of submission.

2. Content previously made available in university repositories, such as a doctoral thesis, a master's dissertation, or a monograph, is not considered a prior publication.

3. Any text previously published in another journal, in an authored or organized book, or on a website, including in other languages, is considered a prior publication and the journal's editorial team will not accept its submission. Simultaneous submission of the same content to more than one journal is also prohibited.

Peer review process

Contexto Internacional adopts a rigorous publication process, which consists of six stages:

  • Administrative Checklist: manuscripts submitted to Contexto are first evaluated for their compliance with the technical requirements of the corresponding submission type. Technical requirements include minimum and maximum word count, mandatory files in appropriate formats, plagiarism checks, among others (the specific requirements for each type of manuscript are available in the "Manuscript Preparation" section below).
  • Preliminary Evaluation: once approved by the administrative team, the manuscript goes on to the preliminary evaluation stage by the journal's editors. This stage consists of evaluating the manuscript in terms of its adherence to the focus and editorial scope of the journal, as well as its overall quality. In the case of research articles, failure to meet these requirements will result in the decision to immediately reject the manuscript. If approved at this stage, the manuscript is submitted for anonymous peer review. On rare occasions, a research article may be accepted by the editors at this stage. Thematic reviews and book reviews are also evaluated by the editors at this stage and are not subject to external peer review. Five outcomes can result from the editorial decision in these cases:

1. Immediate rejection: the thematic review/book review is rejected in its current form;

2. Immediate Rejection and Resubmission (R&R): the thematic review/book review is rejected in its current form, but the authors are encouraged to resubmit a revised version within 180 days;

3. Immediate Major Revision: the thematic review/book review is accepted for publication on the condition that the authors comply with the editors' requests and that the revised version is resubmitted within 60 days of the date of communication of the decision;

4. Immediate Minor Revision: the thematic review/book review is accepted for publication on condition that the authors comply with the editors' requests and that the revised version is resubmitted within 30 days of the date of communication of the decision;

5. Immediate acceptance: the thematic review/book review is accepted for publication in its current format.

  • Double-blind peer review: Research articles approved in the previous stages are submitted for blind review by at least two experts from outside the journal, at the discretion of the editorial committee. In the process of defining the external reviewers, priority is given to specialists with widely recognized production in the field covered by the article in question. Other criteria involve seeking greater geographical and gender diversification. A full list of reviewers is published by the Journal every two years. The result of this first round of review is normally communicated to the authors within 120 days of submission. In cases of discrepancy between the reviews, the manuscript is normally submitted for evaluation by a third reviewer. In this case, the blind peer review stage may be extended by around 40 days. In the light of the external opinions, the Associate Editor reaches a final recommendation, which is communicated to the Editor-in-Chief, who is responsible for making the editorial decision.
  • Editorial Decision: Five possible editorial decisions can result from the general evaluation process described above:

1. Rejection: the research article is rejected in its current form;

2. Rejection and Resubmission (R&R): the research article is rejected in its current form, but the authors are encouraged to resubmit a revised version within 180 days from the date of communication of the decision;

3. Major Revision: the research article is accepted for publication on the condition that the authors comply with the requests of the reviewers and editors, and that the revised version is resubmitted within 60 days of the date of communication of the decision;

4. Minor Revision: the research article is accepted for publication on the condition that the authors comply with the requests of the reviewers and editors, and that the revised version is resubmitted within 30 days of the date of communication of the decision;

5. Acceptance: the research article is accepted for publication in its current format. In cases of R&R, Major Revision and Minor Revision, after resubmission, the revised manuscript will be subject to at least one new round of blind peer review and/or editor(s). The result of this stage is normally communicated to the authors between 120 and 160 days after the resubmission date of the revised article.

  • Copy-editing: Once approved for publication, the manuscript goes through a detailed linguistic and stylistic revision process. Changes proposed by the copyeditor are usually sent to the authors for approval between 20 and 30 days after the manuscript's approval date. Authors are expected to respond to requests from the copyeditor within 48 hours. This procedure may take place more than once, until the final version of the text is finally approved by the authors and publishers.
  • Proofreading and Publication: This phase consists of making and revising the PDF proofs of the articles accepted for publication, until a final version of the diagrammed text is approved and subsequently published on the Journal's website. Authors are expected to indicate their corrections on the PDF proof within 48 hours. The article is normally published on the Journal's website within 90 days.

The Contexto Internacional editorial team's standard form of evaluation is double-blind peer review. In accordance with double-blind peer review, the mutual anonymity of authors and referees is guaranteed by the Editors.

However, Contexto Internacional adopts two other types of evaluation:

  • Simple-blind peer review: in this modality, the authorship of the manuscript is revealed, but the reviewers remain anonymous.
  • Open peer review: In this last modality, the identities of both the authors and the referees are disclosed.

Authors who opt for single-blind peer review or open peer review must inform the editorial team at the time of submission. In the case of submitting a Preprint manuscript, the anonymity of the authors is not guaranteed, and the authors must inform the editorial team at the time of submission which of the two modalities has been practiced on the Preprint platform. To inform the editorial team, please fill in and submit the form found at this link: https://wp.scielo.org/wp-content/uploads/Open-Science-Compliance-Form_en.docx

Open data

Following the guidelines of Open Science, Contexto Internacional recommends that authors of articles accepted for publication publicly share data and analysis codes and other research instruments, such as interview scripts or forms. Quantitative and qualitative research data, codes and instruments should be made available in open and reliable online repositories, in accordance with SciELO guidelines and recommendations:

Fees

Contexto Internacional does not charge any fees for submitting, processing (APC), publishing or downloading your articles.

Ethics and misconduct, correction and retraction policy

Based on a commitment to contribute to the production of ethical, innovative and critical knowledge, Contexto Internacional follows the Retraction Guidelines of the Committee on Publication Ethics (COPE) with regard to the identification of research misconduct and the publication of errata and retractions. In addition, the journal relies on SciELO's guides and recommendations on good research practices, which serve as a standard for all its journals:

Policy on conflict of interest

It is mandatory for those involved in the editorial process of a manuscript to declare the existence of a conflict of interest, which involves both authors and members of the editorial team.

Conflicts of interest can be of a personal, commercial, political, academic or financial nature. Conflicts of interest can occur when authors, reviewers or editors have interests that can influence the preparation or evaluation of manuscripts.

When submitting the manuscript, authors are responsible for recognizing and disclosing financial or other conflicts that may have influenced the work. If there is, even potentially, a conflict of interest, the author(s) must disclose this in a signed document attached to the submission platform.

For more information see: Disclosure of Financial and Non-Financial Relationships and Activities, and Conflicts of Interest.

Adoption of similarity software

Contexto Internacional does not recommend the use of artificial intelligence software for the bibliographical research and development of the arguments presented in the submitted manuscripts, but understands that the use of Chatbots and other similar platforms can indirectly assist the authors in the process of drafting and revising the structure and grammar. Therefore, the use of any artificial intelligence resource during the preparation of the manuscript must be duly declared and cited by the authors. For detailed recommendations on the use of these types of software, the journal recommends reading the Guide to the use of Artificial Intelligence tools and resources in research communication on the SciELO Network.

In addition, as stated in the section on Adoption of similarity checking software, Contexto Internacional uses the Grammarly and Plagiarisma platforms to check for plagiarism as part of the Administrative Checklist.

Adoption of software using Artificial Intelligence resources

The Pontifical Catholic University of Rio de Janeiro (PUC-Rio), the university where Revista Contexto Internacional is based, recommends the use of the free Grammarly and Plagiarisma platforms for the adoption of similarity checking policies in its institutes.

As part of the assessment of the manuscript's suitability for the journal's standards during the Administrative Checklist stage, the Editors-in-Chief and the Editorial Team submit the article to the similarity checking platforms recommended by PUC-Rio. If a considerable amount of similarity is detected, the Editors-in-Chief and the Editorial Team contact the author to review the flagged content. In addition, Contexto Internacional reserves the right to carry out another check prior to publication, should the referees have any doubts about the originality of a manuscript during the evaluation process.

Gender and sex issues

Contexto Internacional's editorial team, as well as the authors who publish in the journal, must always observe the (Sex and Gender Equity in Research SAGER) guidelines. The SAGER guidelines comprise a set of guidelines for reporting sex and gender information in study design, data analysis, results and interpretation of findings. Contexto Internacional also observes the gender equity policy in the training of its editorial board.

Ethics committee

For manuscripts whose research has been submitted for approval by an ethics committee, the authors must attach a statement of approval from the committee of the institution responsible. In the event of doubts about the manuscript's compliance with research ethics during the submission process, the Editors-in-Chief and the Editorial Team reserve the right to carry out the relevant procedure, such as requesting additional information from the ethics committee responsible for approving the research.

    • Brief text presenting the theme of the proposed issue;
    • Justification for the proposal;
    • Titles, abstracts and five keywords of all the articles that the Guest Editors wish to include;
    • Name, affiliation and contact information for each contributor.

Submissions can be made in English, French, Portuguese or Spanish. Since Contexto publishes articles in English, it is the responsibility of the authors to translate the manuscript to comply with the journal's publication standards.

DOI on published manuscripts

A Digital Object Identifier (DOI) will be assigned to each manuscript accepted for publication in Contexto Internacional.

Authors' contribution

Authorship of a manuscript is defined based on substantial contribution to its conceptualization, data curation, analysis and writing. Contexto Internacional adopts the CRediT taxonomy (Contributor Roles Taxonomy) as the basis for understanding the elaboration roles of a manuscript with more than one author.

Manuscript preparation

Contexto Internacional uses the ScholarOne Manuscripts system for peer review of manuscripts received. Please read the ScholarOne manual for authors before submitting an article.

Only manuscripts that strictly meet the following conditions will be considered: they must have been sent only to Contexto (except in the case of Preprints); they must not have been previously published; and they must not be under evaluation for publication in other media. Contributions to Contexto must be based on original research and will be subject to peer review at the discretion of the Editorial Committee.

Authors must ensure that notes are listed consecutively at the end of the article (endnotes) and clearly marked throughout the text by numbers located above the punctuation of each sentence. Endnotes should only be used for clarification purposes.

The affiliations of all co-authors should be composed of the respective institutions where the research was conducted. If one or more co-authors move to another institution during the peer review process, this new affiliation can be notified by means of a footnote. It is worth mentioning that changes of institutional affiliation cannot be made after the article has been accepted.

All authors of the article must attach their respective curriculum vitae (CV) at the time of submission. Each summary CV should consist of a single paragraph of between 100 and 120 words.

Manuscripts submitted to Contexto Internacional should not contain jargon and should be written clearly and concisely. Non-discriminatory language is mandatory and racist and sexist terms will not be tolerated. Manuscripts must be properly referenced according to the Chicago System and follow Contexto Internacional's style guidelines (see Citations and References below).

All submissions must be made online through Contexto Internacional's ScholarOne Manuscripts site, with the exception of proposals for special issues, which should be sent to the Contexto Internacional email address.

Digital assets

General instructions: Table(s) and Figure(s) with captions and in individual files (where applicable). Note: Tables should be in Word format (doc. or docx.) and figures in jpeg with a minimum resolution of 300 dpi.

  • Tables: Tables should be placed centrally on the page. Tables should be numbered separately from any illustrations ("Table 1", "Table 2", etc.) in the order in which they appear in the text and should have a brief descriptive title. A numbered table should appear as soon as possible after the first textual reference to it. The title should appear above the table and follow the number on the same line, separated by punctuation. Only the first word of the table title should be capitalized. The title should be aligned with the table on the left. Tables should not be included in manuscripts as images. You should use the Table function in your word processing software.
  • Figures: Figures should be supplied in JPEG format with a resolution of 300 dots per inch (dpi) at a size suitable for printing. If the image was taken from a website, it should be cited as an online source and the citation added to the list of references.

Citations and references

Contexto Internacional is obliged to use the 17th edition of the Chicago Manual of Style. In this system, the author's surname, the year of publication (and sometimes the page numbers) are cited in the text, and a full bibliographic reference is provided in a list of references at the end of the manuscript.

E.g., "An effective structure is important" (Redman 2006, 22).

Redman (2006, 22) has noted that it is important to have effective structures.

As Redman (2006, 22) has noted, "[a]n effective structure is important."

More resources on the Chicago reference system are available at: https://www.chicagomanualofstyle.org/tools_citationguide/citation-guide-2.html

References section

Authors should only title the reference section "References".

The first letter of all main words must be capitalized (nouns, pronouns, verbs, adjectives, adverbs) in all titles and subtitles, whether books, book chapters or journal articles. Exceptions are prepositions, articles and conjunctions (unless they are placed immediately after a colon or where they are the first or last word of the title).

Authors' names should be recorded as they appear on the title page or in the header of an article or chapter.

The List of References should be organized alphabetically, rather than chronologically, in the order in which they were cited in the article, or in any other way.

Examples

1. Single authorship

Last name, First name. Year of publication. Title: Subtitle. Place: Publisher.

  • E.g., Waltz, Kenneth N. 1979. Theory of International Politics. New York: McGraw-Hill.

  • E.g., Grazer, Brian, and Charles Fishman. 2015. A Curious Mind: The Secret to a Bigger Life. New York: Simon & Schuster.

Do not use "et al." in the references section. Single-authored papers should be registered before co-authored papers.

3. Works by the same author

The 3 em dash should not be used to replace repeated entries in the list of references under the same name, so as not to create confusion and problems with computerized classifications.

For example, instead of:

  • Foucault, Michel. Society Must Be Defended: Lectures at the Collège de France, 1975-76. New York: Picador, 2003.
  • ______. The History of Sexuality, Volume I: An Introduction. New York: Pantheon Books, 1978.
